In January 2009, Buffalo-area legislators introduced Bill A.2020/S.2020 (the "UB 2020Flexibility and Economic Growth Act") to provide the University at Buffalo relief from burdensome state regulations. Shortly afterwards, President Lois B. DeFleur joined with the presidents of the other SUNY University Centers to request that Binghamton, Albany and Stony Brook be included in the legislation.
The bill seeks to implement several recommendations made by New York's Commission on Higher Education, including increased spending and contracting flexibility and greater access to capital funding. These common-sense regulatory reforms will allow the SUNY University Centers to increase quality, compete for the best students and reduce costs. Given the current fiscal crisis, reducing New York's excessive red tape represents the most viable path toward reaching our goal of becoming the nation's premier public university. None of our peers are subject to similar bureaucratic processes that New York State requires of our outstanding academic institutions.
The Senate Committee on Higher Education is currently considering this legislation. Send your message to designated New York legislators today, urging them to pass this long overdue legislation with all four SUNY University Centers included.

I urge you to pass the legislation with all four university centers included. These reforms will allow the SUNY University Centers to increase quality, compete for the best students and reduce costs.
Given the current fiscal crisis, regulatory reform represents the most viable path toward improving the quality of higher education in New York state. These are common-sense recommendations that should be widely implemented — not confined to just one University Center. Peer institutions in other states are not subject to the bureaucratic processes that New York state requires of SUNY. With your support, all four SUNY University Centers can continue to grow and excel.
Please support and pass an amendment to include all 4 university centers, Albany – Binghamton – Buffalo – Stony Brook, in this proposed legislation.

The only school in the SUNY System that is prepared with a plan to use the freedom granted in the legislation is UB. Without a plan of how to use the freedom being created in the bill a school is likely to abuse the power the law is giving to an individual campus.
Even though UB is the only campus the law applies to, how UB uses the powers granted to it will become a model for the rest of the SUNY System. If the program is a success it will no doubt expand to other campuses. If it is not a success it will remain only at UB or will be rescinded.
What the law proposes to do for UB is radical within the SUNY System. It will take time to see if it is workable and until such time it should only apply for UB since UB is the only campus within the SUNY System that has a strategic plan for the long term future in place. It is a plan that was many years in the making. Chancellor Zimpher is in the process of developing a strategic plan for the rest of SUNY System as she settles into her new position. Since UB already has such a plan there is no reason why UB should have its plans put on hold until the rest of the SUNY System can catchup with it.
The last big change at SUNY was the move to Division I athletics. At first UB was the only campus allowed to make the move. After UB should that Division I athletics and SUNY were compatible the three other University Centers were allowed to make a similar upgrade in athletics. Allowing UB to do something new first is not a new idea. It worked out the last time and there is no reason why it will not work out again.
